Our Position
UN80 is thinning the UN's direct international footprint at the same moment UNEP's own strategy calls for country-relevant, systemic solutions. That gap is where an organisation with eighteen years of field presence in Northern Uganda, and an active environmental protection practice, has something concrete to offer. Five things guide how we are positioning that offer.
Local delivery capacity
UN80's Regional Reset and UN Country Team reconfiguration are explicit admissions that international agencies will carry a lighter in-country presence going forward. VISO's community structures across Northern Uganda and Karamoja are the standing local capacity that reconfiguration is being built to depend on.
Anticipatory, not only reactive
UNEP's shift from characterising problems to delivering systemic solutions is the same logic behind VISO's Anticipatory Climate Emergency Reserve Fund concept: early warning tied to pre-positioned local response, tested at community scale before it needs to work at national scale.
Conservation framed as investable
With nature-based solutions financing still covering barely a third of what's needed by 2030, UNEP is actively courting blended and private capital. VISO's wetland and natural-resource-governance work is positioned as a monitorable, bankable pilot, not only a line in a grant proposal.
A local data and knowledge partner
UN80's own reform package names shared data commons and joint knowledge hubs as priorities for a leaner system. VISO's commentary practice and field-level environmental reporting are exactly the kind of localised data a thinner UN system now has to source from outside its own walls.
Land degradation neutrality, by name
Land degradation neutrality is one of UNEP's own named strategic pillars. VISO's active work in the Karamoja wetlands and on Mount Elgon's disaster risk already sits inside that pillar. We intend to describe it in UNEP's own language, not around it.
